The Work-in-progress page sorts by graph connectivity; here we weight by the RECENCY of the document emitting the reference — half-life 20 years, reference year 2015 (a 1965 reference weighs 0.15 of a 2026 one). Recomputed on every build.
Each lever would unblock a batch of references; its score is the sum of the recency weights of the documents emitting them. A large old backlog thus does not outrank a recent document. “Recognizer” levers (~) are a heuristic estimate (unrecognized notes); the others count already-recognized references.

A newspaper cannot be ingested: these references name WHERE a text appeared (Osservatore Romano, Documentation catholique, Insegnamenti). The real work behind them is resolving the DISCOURSES they publish. Removed from the “ingest” ranking, but their weight is real — it measures how many discourses remain to be linked.
